Oaxaca, the Mexican city rich in culture, cuisine, crafts and all that is contemporary, colonial and pre-Hispanic, remains a safe tourist destination despite media reports of crime and insecurity. Compare Oaxaca to other North American cities of similar size, and statistically Oaxaca likely ranks no different or better regarding crime, safety, drug use and violence. But one key difference is that Oaxaca relies on tourism for its very existence, the implication being that its tourism infrastructure is designed to protect tourists and ensure that they leave the city with a positive image.

Downtown Oaxaca has:

  • Tourism officers (easily visible with their dark uniforms and badges) available to answer questions and provide advice;
  • Information booths providing similar information as well as brochures and maps;
  • A downtown office of the secretary of tourism available to advise and assist tourists;
  • Both American and Canadian consulates.

Conspicuously absent from the above is mention of "police."

Oaxaca Police

In Canadian and American cities one tends to go to the police to report problems encountered on the street, be it crime, personal injuries or other circumstances requiring assistance in terms of safety and security. In Oaxaca, it seems as if police are removed from anything to do with tourism; perhaps because of their lack of education and English language skills, or because of the Western perception that police in Mexico are corrupt and accept bribes. And yes, some police in Oaxaca do have a somewhat intimidating appearance.
